Brake issue

I have an intermittent braking issue. When I apply initial light pedal pressure, such as getting off the highway, the pedal actually feels like it is being sucked down, it doesnt go all the way to the floor and it isn't a rapid event, but the pedal will continue to travel down unassisted for a short distance. This behavior seems to lessen the more I'm on and off the brakes. Could it be a bad booster?

Booster wiil give you hard pedal not soft. You could have bad mastercylinder, hcu or base brake concern.
