Brake lights, hazards, turn signal all out

My 91 Explorer has brake lights, turn signals, and hazards all not working at the same time. The rear door mounted brake light does work, so I assume its not the brake switch. I replaced the flashers, and checked fuses. What could cause it all to go at once?
