Brakes not braking!

Hi! I'm new to the board. I have a problem with my brakes...I was wondering if anyone else has had this problem or knows whats wrong.

I have a 1998 Explorer Sport. I have never had a problem with it until 2 months ago. I notice a loud squeaking noice that was pretty consistant. I took the car to my brother in law to see if he could fix it. (He is not a mechanic but cars are his hobby and he has a lot of experience fixing cars and has fixed many other cars in our family with no problem). He said that the brakes were going bad and I needed new brakes, rotars, etc. He changed everything and it seemed to work for a while, but the ABS light wouldn't go off. He said that was not unusual and should go off in a couple days. Well, in a couple days the ABS light went off, but the car randomly wouldn't brake. The brakes would make a kind of crunching noice, it reminded me of trying to brake on ice, and how the brakes kinda crunch and slide. (I hope you guys understand the description!) He fiddled around with the brakes more and now the problem is that the car brakes at most speeds, but when I slow to 15 mph the brakes stop braking and make a crunching noise and then around 5 mph start to brake properly again. I took the car to a local Ford Dealer and they said the sensors were bad and fixing them would fix the problem (according to their diagnostic test). They quoted a really high price so I took it to a different Ford Dealer and had the sensors replaced but the car still doesn't brake right. They don't know what's wrong and say that it might be an electrical issue. They said to take it back to the other dealer and get the diagnostic test redone (they said it should be free, but if it was done at the second dealership it would cost more money.) Sorry for the long story, but does anyone know what the heck is going on?
 






Disconnect the fuse for the ABS system. Then drive it. If it brakes fine then, you have isolated the problem.
 






Just a guess here.

When your brother did the brakes he accidently got some air in the line. Bleed the brakes in the proper order (right rear, left rear, right front, left front). As long as you are bleeding them I would have him replace all of the brake fluid. He'll need your help to bleed them so hang around. Buy a couple of quarts (big bottles) of DOT 3 brake fluid and a 12 pack of beer and go to his house tonight.
