Cam Sensor Problems, I Think

I have a 98 with the 4.0 SOHC and it is running rough and has lost power. OBDII codes of P0340, P0133, P1131, and P0171 are showing. The last three seem to lead to bad O2 sensor but the first is for the cam position sensor. Going through the checks in the Haynes manual I do not get the 1.5 volts that should feed the sensor and it does not tell me what to do for that. The check of the sensor itself indicates that it is OK.

Any help would be appreciated.
