can't remove power steering pump

Hi everyone,
The power steering pump in my Explorer has been leaking and making a lot of noise. I bought a new one and about 3 weeks ago my dad and I attempted to replace it. I rented the pulley puller from Autozone and we were going by the Hayne's auto repair manual. We removed the hoses and such fine, but when it came time to actually pull off the pulley we simply could not get it off. I was using all my weight on the torque wrench connected to the pulley puller, and still it wouldn't budge. Is there some sort of set screw that I'm missing or something?

I really don't know what to do here...

Welcome to this forum! The pulley should come off easily with the proper tools, OTC makes a nice one, but if you want to get a low cost one, then try the OEM, or Harbor Freight puller. It looks like 2 half moons with a retaining rings around it, and a center bolt with a threaded part which sits inside of the half moons. Maybe they gave you the wrong puller tool?
 






The puller seemed to fit properly. It matches the description you gave of the 2 halves with the retaining ring. It was definitely pulling against it, but it wouldn't budge...
 












I think one thing against that.....I don't believe the pulley was at the end of the shaft, so even if it were too large, the pulley should have come out at least that far...it didn't move at *all*
 






is the power steering pump attached to the motor still? if its out that could be giving you the trouble.... if its still intact just get a little cheater bar and put some muscle into it ;)
