Change to 4X4 manually?

When I bout my car the seller told me that one mechanic had messed with the T case and they have put it in 2WD and unplugged the T case I don't know why, I think they messed something up in it. Is there a way to change to 4X4 manually from under the car? its a 97 Explorer 4X4 XLT

Nope. The transfer case lockup is electronically controlled. It's not possible to simply unplug the transfer case without cutting wires. (otherwise the dash would be lit up like a christmas tree). I'd crawl underneath it and see for myself what's been done to it.
