Check Engine light w/ code 19

94 xlt 4-dr.manual trans,
My 94 XLT throws a check engine light shortly after startup, and the code reader reads a code 19 during KOEO, indicating either a proble with the idle settings of a problem reading engine rpm's. Any suggestions or comments? Any help will be gratefully accepted.
 






Comment: A 94 should output three digit codes rather than two digit codes.
Suggestion: Double check the reader and make sure it's working properly. In many ways, I would suggest just running the tests with a jumper wire and voltmeter (see www.dalidesign.com/hbook/eectest.html) to see if you read a 19 as well.
Question: Is this code a KOEO, KOER, or continuous memory (CM) code?
 






As indicted on my original post, the error comes up during KOEO, but also shows in CM. Code 19 or 019, same thing (my code reader doesn't read out numbers just count the flashes). The code was verified by my mechanic. The engine runs fine, mileage is good, but I can't pass IM with the check engine light on.
 






019 isn't what I meant by three digit code; 0 isn't a valid digit in EEC-IV. I really expected you to come back with a 191 or 192 code (O2 sensor codes) as they would be more common triggers for the check engine light. Anyway...
A KOEO code 19 indicates an interruption in the power supply to the PCM. Check for battery voltage at pins 37 and 57.
