Check engine light won't come on

In the run position with the engine off the MIL does not come on and I can't pass inspection. I have a '96 Ford Explorer. Can anyone provide troubleshooting tips to help me solve this problem?

Just a basic question here, have you checked for a burnt bulb? did it recently stop working?

It was the bulb. I was looking f/ other troubleshooting tips before I got started taking the dash apart, but then figured it probably was the bulb so went ahead and got started. Thanks for your reply.
