Check Engine Plug

I have a problem with de CHECK ENGINE PLUG for the scanner. I have a 2000 Eddie Bauer Explorer, and the Check Engine Light is ON. When I plug the scanner it seems like there´s no power on it. I check the plug but is look fine. I also check all the fuses and all are ok. Anyone can tell me where coul be the problem, or where to look at?

pretty early in the morning for a quick reply,, posted at 2:17, and than again at 2:21,,
 






have you tried another reader?

did you check the power pin on the ODB port CLICK HERE for the pinout
 






I did both things..... another reader (who works fine in other SUV) and also check the power pin ( #16) looks fine. I conect a cable to ground but it looks no power. I don´t know how to check if I have power on the power pin or maybe the cable is interrupted some where.

Any help will be aprecciated.
 






using a multimeter set to DC put the black connector on the negative terminal pin and the red on the positive and see if there is power.

If no power then put the black on a known good ground like the outside of the lighter plug etc.. and retest the power

If there's still no power you need to start tracing the power wire, there may be a fuse to protect this circuit, but I'm not sure about that.

If there is power on the second test but not the first, you have a bad ground wire, trace the wire and find the break
 






The power in the scanner plug (pin #16) comes from the battery? I mean it is 12v.? I ask because I can instal a new cable ....
 






I think it may be 5v, but I need to verify that for sure..

Edit:
Looks like it is battery voltage(12v) not PCM(5v), the data lines use 5volts, I guess that is what I was thinking about so in theory you should be able to wire an unswitched power to the battery
 






Welcome to this forum! Look under the dashboard, and see if there is anything unplugged or spliced. Maybe some mechanic or previous owner might have cut a power wire while working under the dashboard.
