Clockspring Replacement, Quick Question

I purchased a used clockspring from a member on the board, but I'm having some trouble with it. From the picture below you can see that two of the white tabs in the center are broken (it's the one on the left). And because of this, I can't stop the clockspring from freely rotating. The yellow piece is supposed to prevent this, but because those two tabs are broken it just won't come together properly. Is this clockspring beyond use?

Also, does anyone know where to purchase a replacement steering wheel bolt? I was using mine as leverage to remove the steering wheel and it got a little damaged. Ford has them in packs of 4 for $8, but has to order them.
 






going on memory here.
There should be grooves on the inside of the clock spring that seats it on the steering collumn. Just make sure it is centered when you slide it on and the put the screws in.
