Bubble, I have the same problem with my 98 Ex (here in Spain). I think us European Explorer owners are pretty damn well screwed by Ford. I can get all data available using my ELM scanner except for O2 sensor and speed data. I've been looking like crazy for short-circuits, etc... and was pulling my hair out when I stumbled over this post.
I see you sorted yours out buying the ScannerXL software. Have you found any other software? Did you manage to get the PCM software upgraded?
