how is the best or easiest way to tell if a ignition coil pack is bad.my book
does't have anything on coil packs.

pull off the two plug wires that share the same coil. test for resistance. The resistance should be fairly low. It it is an open circuit or has high resistance the coil is bad.

Of course that's the easy side. Test the other side the same way, the side with the smaller wires going to it.
 






Last bad one I had was noted visually with a small crack. Careful visual inspection is the first step. Check wiring/connections to the pack and plug wire connections. Do you have dielectric grease in the plug boots?
 






I don't think there is any grease on the plug boots.this isn't my explorer its a friends.
a tuneup shop said coil pack and plug wires were bad.[$600.00].I can do it alot cheaper

Chances are the coil is good. Try just replacing the coil wires first. Take out the plugs and inspect the insulator area under the bot. Small micro cracks can develop there. You mentioned no dielectric grease. This causes problems at the plugs in the boot area with carbon tracks. Check the plugs, expecially if they are BOSCH.
