Cruise Control & Washer Fluid Question

Ok, I just bought a 98 Explorer EB. This thing is in absolutely beautiful condition with only 68,000 miles. There are only two things that are wrong with it.

First, when I press the button on the steering wheel for cruise control, absolutely nothing happens.The light on the dash doesn't flash on, the cruise doesn't engage. I checked all the fuses and they're good. Does anyone have any ideas about this?

Second, the washer fluid doesn't come out. I think I can hear the motor when I push the button, but it doesn't sound strong at all. Does anyone know how hard it is to change that. I have a 96 Explorer with the same engine that I can strip for parts. After 190,000 miles, the tranny blew on that, so I'll be junking it, but if I can grab any parts, I would like to fix these issues.

I have a similar problem with my cruise and got a few responses that let me know about a very important recall. Here's my thread
 






Does the washer work fine on the front or rear?

If it can squirt one or the other but not both, it's a relay, or the MFS if it's the front not working. If it can't squirt any of them, it could be the motor.
 






The rear washer on my 98 XLT stopped working over the summer. I checked the wiper arm assembly first. The clip that attaches the hose to the arm had moved and caused the hose to crimp. 10 second repair and all is working well again.
 






Check the 20A fuse under the hood that runs the cruise/horn.

When you push the buttons, is there a noticeable click? If not, the buttons could be junk.
