Delayed/funky acceleration

I just purchased a 1994 Explorer Sport 4x4. The price was right, but now issues are showing up that concern me about smogging it and being reliable on long, rough road trips.

When I step on the gas, there is always a delay before it starts accelerating, then it is slow and gradual. If I press it to the floor, I get nothing. No power at all. I chased down a handful of vacuum leaks, replaced the vacuum modulator on the tranny (it was leaking), and adjusted the bands (I think the band right by the kickdown linkage? was broken because it just kept turning freely). This improved performance considerably, but it still lags and lacks power at full throttle. On the freeway, the CEL will sometimes come on for a minute. I used an OBD 1 reader, but kept getting all clear and an error code (538) because I couldn't rev it properly for that portion of the test. No other codes came up.

Now, at idle in park, I can rev the engine to 4k, but it acts like there is a limiter at that rpm and will cycle back down to 3k over and over again, never going over 4k. Is that normal? I threw some Seafoam into the oil and gas for good measure in case my injectors and/or valves are just dirty.

I really want to get it running awesome before I try to smog it, because I'm just too low on funds to have to keep retesting over little things. Not sure what my next step should be. Thoughts?
