do heated mirrors melt ice or just defog?

I was wondering if heated mirrors just defog, or are they suppose to melt ice and snow off? My mirrors did not melt ice off, but will defog if they get fogged up. Maybe they are bad?

On my Limited, they will melt thin coatings of ice.
 






On my 95 Limited, the heated mirrors completely melted thin layers of ice, and extremely thick layers would loosen and fall off in outside temps as low as -5*F.
 






Then mine must not be working too well then, if it has problems with ice.
 






Is all the wiring already in the door to put these on if I don't already have them? These would come in handy in North Dakota.
