I think its hardly worth trying a fix as it would mean taking it off and spraying it also. Its better to get a used replacment and spend a weekend changing it- after all if you repaired it yourself and it was less than perfect, if your like me and fussy you woulkd hate looking at that too!
When you weigh it all up I would say change it mate!
Good luck and let us know how you get on.
as getto as this may look ...trust me it looked worse before i did this .the other owner had kids and they picked at every thing in the truck like headliner and the dash ,pretty dam destructive .but the dash was so bad that the material was taken down to the metal ,so after useing spray foam and reshapeing the dash contours i put the black material you see over it with 3m body moulding double sided tape. i would like a new dash because it bugs the be'jezzes out of me seeing it but like i said if you saw it before and now you say "dam... that looks pretty good !" ( side note...makes a good slide proof area to put stuff on )
dash covers for our models cover all the way up the windshield and cover all the vent areas and a good bit below the dash area for about $ 100 and come in the color that you need . lmc has them but other companies sell them to but be carefull if you do decide to put a cover on it that some companies will sell the cover but it will be in black and not color coded for your truck (means you got to paint it yourself ) .
A friend of mine bondo'ed his dash and painted it, it lasted several years until he sold his car, you couldn't notice the fix, but he had a black dash, not sure if on a lighter color will be noticeable

it's at lmc.com ,but it's a little more money ,but chances are it may be a little better of a deal ....idk if ebay purchases from who ever will let you return if it's bad for some reason or if the paint does not have uv proof paint (not the dash material plastic ) coated on it . who knows it may... so can't really say.
