Easy AC Question

I Just bought a 97 explorer and I think there is a problem with the air? When the Temp is turned all the way hot (red) and the selector is on Panel/floor the ac compressor keeps kicking on and off. The Ford tech said this is nomal operation for this truck. I do not believe him but would like to confirm. From What I know the clutch should only engage with the ac or defroster on.

The clutch engages in almost every position except for the vent position just left of the center and maybe the floor only position (need to verify that one). I'm not saying I like it, its just the way it is. Ford should really give us an option to turn the AC compressor on/off. I have the option on our GM car and like having the additional control.
