While the vehicle is running and at normal temp if I hook up a vacuum pump to the EGR valve and pump a vacuum of 5-6 in Hg should it hold that vacuum or does it release it?

The EGR valve itself should hold whatever vacuum is put on it. There should be no operation at idle. Test as noted above; engine should run rougher/RPMs drop when vacuum applied while engine idling.
