factory sohc throttle body mod?

I was checking to make sure that the throttle blade opened fully on my '00 sohc x today. i noticed that there were like teeth in the bottom of the throttle body. I have never seen this before......

My question is, what purpose do they serve? I would assume that if there is not a great reason for them that there is alot of airflow restriction here.

Anyone ground them out on their tb?
 






if im right that is the plate that ford released as a TSB to reduce noise level under bonnet. Some have and some dont. It does not restrict flow it just breaks up the flow.

Some people have ground of the little fins and had good results i guess.
 






they're actually there to swirl the air for the EGR system. Since the EGR tube is directly behind the TB in the IM.
