I recommend a cutting, then finishing polish. If it does not remove the "dead" clearcoat (hazed, oxidized, etc.), then it is the paint job itself.
To try a cheap option at first, check out the Meguiar's stuff at an auto parts store. For some heavy duty stuff, check out Menzerna (Intensive and Finishing) polishes. You'll need a high speed rotary or dual-action polisher; however, you may be able to get away with an electric drill with a buffer attachment, assuming you can manipulate the RPMs of the drill from between 1,000 and 4,000 (not sure how many drills do this).
