Fan Clutch questions

how is this thing supposed to woek even when it os 0degreese here and i just start the car up this thing is going all out. when i spin the fand by hand there is awalys resistance even when teh engine is cold it seems there is a little more when the engine is hot but no matter what temprature the fan is goin full force. can these things fail like this or only not spin the fan at all and cause overheating there is 75k on the car

I just bought a new fan clutch, and by hand it feels exactly how the old one did, whether it`s hot or cold. Maybe it has to spin faster to be affected by the magic inside that round thing.
