Floor vent doesn't close tightly

I was wondering if the floor vent is supposed to close tightly when on full defrost?

I repaired my vent/recirc door and was testing the operation. Everything tested fine but I noticed that when I was switching the full defrost on and off is that while the actuator and door moves to close the floor vent it doesn't close tightly. There is about a 3/4 inch gap that still allows air down the floor vent. I also noticed that there is no flap to block the duct that travels under the console to the back. Everything seems to be working ok.

Is this normal?

I have a 2004 explorer
 






My 98 always blows a little on the floor even on the a/c or vent settings.
