front abs no rear brakes

94 explorer with abs. On ice or snow front abs is over sensitive an will not alow rear brakes to work. if stoped and spin rear tires, rear brakes work. if moving above 3mph no rear brakes. just over sensitive front abs while trying to stop on ice/snow. help wifes car.

Have you checked the rear brakes??? Maybe you just need new pads or drums?
