front bumper filler installation

1993 Explorer Eddie Bauer
I've got a 1994 Eddie Bauer 4-door and was wondering what the easiest way to install a new bumper filler panel was. Do I need to take off both of the fenders? Also, does anybody know where I could get the Eddie Bauer stripes for the pass. side front fender other than Ford, they want to charge for the price of the entire side of the vehicle, about $200.

I'm not sure what you're talking about when you say "bumper filler panel."
 






Are you talking about the two holes in front of the bumper?
 






I'm talking about the metal piece that goes all the way across the front end and is above the bumper, but beneath the grille and headlights. It is body colored.

Yeah he means the header panel. I'm not sure if that requires the removal of the fenders, perhaps someone that has replaced one can chime in.
 






No,
you do not need to remove the fenders to remove the header panel..
Remove the grille and corner lights.
mostly 8mm bolts but up inside the fenders is an 11mm bolt. Kinda' pain to get to. you need to drop the front half of the fender liners.
It is not too tough of a job.

btw, that is all one piece.
It holds the headlighs, the grille, all that stuff.
And yes header panel is the correct name
