Sounds like 4wd engaging, I recommend to try the Brown-Wire-Mod and with the switch to the off position see if the problem persists.

i connected to to wires to a toggle from where u said to cut it turn on switch thats 2 wheel only ok now for 4 wheel high u say get another toggle so i can engage 4 high right? where do i connect the other to wires thats where u lost me

Your explorer is a 2000 so you only need a 2 position toggle switch, you take the wire coming off the GEM and connect it to the load terminal on the toggle and the other wire to the other terminal on the toggle and that's it, When the toggle is in the off position it cuts the computer demand to push power to the transfer case and allows for true 2wd, but when you want 4X4 you then turn the toggle on and leave your switch in auto or go to one of your 4X4 positions on your factory switch. You can still operate 4low while the toggle is off but will be low range with only 2wheel drive.
