Check tire pressure
Check air filter, engine maintenance, oil ect. Time for a tune up perhaps?
Winter driving always uses more fuel, especially short trips.
Engine runs rich until it's warmed up.
Is it getting up to operating temperature?
Is your transmission shifting in o/d correctly?
What is your driving style, city, highway, spirited?

Calculate MPG correctly.
Fill the tank and reset the trip meter.
Drive until your close to empty.
Refill the tank, look at the pump and write down the # gallons actually used to fill.
Divide the miles on the trip meter by the # gallons and you'll have an accurate MPG figure.

Parking brake on? Partially on?

the parking brake has never worked, the air filter probably need to be cleaned it has had new fuel filter new plugs and wires were done 2 years ago, sometimes it warms up more than others. the transmission is good but I do most of my driving in the city

That may not be that far off. With the cold temps lately and winter blend gas with higher ethanol content plus seeing that you're running a lot of city, it's entirely possible that you're rolling 11mpg right now...

Tuneup and the above recommended work might help, but I wouldn't expect too much.

Replace or clean the air filter, check the thermostat too, if it only gets up to the low part of the operating range it could be stuck open and not allowing the engine to warm up and keeping the motor running richer then it should. Those are 2 easy fixes that can help.
