Thanks for all your input about this frustrating problem.
As I wrote earlier, I've replaced both the pump/sender and the cluster with no change. I've poked around the wiring under the passenger seat and know have erratic readings.

I've learned that an 02 Explorer doesn't necessarily take an '02 pump/sender. When replacing mine, I went by the model year, rather than the build date. Turns out that my '02 was built in July of '01 which takes a different pump/sender than the one I bought. The Ohm readings are considerably different between the two.

Does this make sense, or even a difference in how the gauge responds?

Different ohms in the sender will cause different readings on the gas gauge.
There are ways to make a gauge set calibrate to the range of inputs, but I don't thing Ford installed that. If they did, it wouldn't matter how many ohms are in the sender and there wouldn't be any sense in changing it from one year to another.
