fuel pump not working

i have 12.6 @ battery
i have 12.6 on both sides of 30a fuel relay fuse
i hear fuel pump relay "clicking"
i have 6.6 coming into the inertia switch
i have 6.6 coming to the fuel pump plug down by the tank
no fuel pump "hum"

is this a bad fuel pump or is my voltage at the pump too low?
i assumed that with the key first turned to run that it would send a higher voltage to the fuel pump plug for at least a few seconds but it stays right at 6.6

any help greatly appreciated

I suspect the relay or the contacts it plugs into causing resistance that drops the voltage to the inertia switch. Try substituting the relay with one next to it.
 






thanks opera.... by the relay do u mean the one with the green base underneath the 30a maxi blade fuse?
 






You could use a jumper wire instead of a relay to see if you get the correct voltage at the fuel pump just for testing purposes.
 






i jumped the plug and the pump runs.... must be the relay!! goin to through another one in right now... thanks for ur help guys

If you are swapping relays, keep in mind that the PCM and fuel pump relay must both be good for the FP to prime.
