Fueling Problem Hell

I have a 2002 Ford Explorer XLT. Almost from when I first got the SUV I have had a problem fueling it. I go to the service station and it takes forever to put the gas in the vehicle. It keeps clicking off. It can take up to 30 minutes to fuel.

I have had it to the Ford service center multiple times. Ford even authorized a complete pull on the gas tank after the warranty expired.

But fueling continues to be a real problem? Has anyone had similar problems? Any thoughts on a solution? Any help would be most appreciated.

Just shooting from the hip but what about the tank vent? Maybe its plugged causing backwash. Some tanks have a stopper in the filler somewhere that prevents someone from steeling gas. Just a couple of thoughs

PS - I miss Oregon I grew up near Molalla
