Handbrake adjustment 1999 XLT

The local dealers seem unable to adjust the handbrake. Does anyone know how to do it, or have a fix?? I looked underneath and can't find any adjustment

4 wheel discs?

If so there is a small drum brake on the back axles inside the rotors that are adjusted with a drum brake adjusting tool. Look for a slot that is covered with a rubber plug and that is where they are adjusted.
