Hard shifts

I have a 94 explorer 4.0 auto. Just recently its been having hard shifts , the fluid is fine on the dip stick so its not low. Any ideas of what it could be?

Is it the A4LD automatic transmission? If so, it could be the modulator valve going out. They are about $20 to replace and on the outside of the transmission.
