Heater Selector Stuck On Defrost

'95 XLT No matter which way I turn the selector it only blows out the defrost. I know the vents are stuck. Can they be "adjusted" manually or is it an all electrical control for this year? Or do I need a new control panel?

I don't know for 95s, but earlier years are vacuum operated. You might have a broken line.

Vacuum is probably bad. Default setting is Defrost.
