Heating control not working properly.

I have a 2000 Explorer Eddie Bauer, it has the upgraded heating controls with the temp. Only the high (and I think low) fan is working but nothing in between, everything else is working fine
Anyone know what the problem is or how to fix it?

Anyone know if the standard heating controls like on the xlt and xls are interchangable with the eddie bauer climate control style controls?
