Help me with a no-start issue

Can someone please help? I have a 94 Ford Ranger 4.0. I changed the fuel pump and fuel filter. Engine will turn over but won't start. I checked to see if the fuel pump was turning on, but it wasn't. I have changed the fuel relay, and still the pump is still not turning on. The relay is also not clicking, nor am I getting a pulse to the fuel injectors which I checked with a noid light. I'm at a loss.

Was the truck running fine before you did this? Or was it not starting, and this was one of the things you tried to fix it?
