HELP My lights wont turn off

My 99 Ford Ranger is having an electrical problem. The Parking Lights, Dash Lights, and Tail Lights are staying on. The fuse is good and the parking lamp relay(the one under the dash) appears to be good. Is there a way to test what is wrong, or if the relay is good?

The relay could be bad. Sometimes the contacts spot weld them selves together or the spring can break and it stays in the closed position. Pull the relay and do in impedance test with a multimeter across the contacts.
