This weird thing happened after I changed the multifunction switch on my 97 explorer xlt. The old switch made a buzz noise every time I made a right turn signal, so I have changed it with a new one. Below is a link of the new one:

After the change, I turned the key to the run position, the wipers started to work even it was in off position. Other functions seem to be fine. Any suggestions?

Thanks in advance!

My multifunction switch went bad. (Or so I thought) What happened was one of the clips on the plug broke, so anytime I'd pull the steering wheel down... it would come slightly disconnected and certain things wouldn't work or would act funny.. so before I figured this out, I went and got a replacement from one of my prefered junk yard explorers. (I have a 98 4dr AWD xlt) the junkyard Explorer is a 2dr 99 Sport... I popped the switch in... Same exact problem... in fact.. anytime I would turn it to the "off" position.. not only would it not turn off.. it would start spraying washer fluid. I think there was certain differences between the years... I did notice a slight variation in numbers on the unit.. go check your numbers between your new unit vs your stock unit. From the information, and pictures.. your 'new" unit doesn't seem used.. but I can't say for sure... I'm not sure if mine acted up because it was used and damaged or because a slight difference in wiring between the years but I would try and match up the numbers as best as possible while replacing these things. But don't freak out too much, obviously you're not the only one with the funny acting multifunction switch.. there's a few other reports also on the forum.

Thank you, Storlied!

I checked the old and the new multifunction switchs and found a difference between the two. The new one has two pins in one of the socket that connects the power and the old one has four pins. I don't know whether it is this difference that made the mess. I will get another multifunction switch with the part number recommended by the local ford dealer and see how it goes.
