High idle and shifting problems

Hi everyone. I am having issues with my 2000 explorer xls with the 4.0 ohv motor. I am getting a high idle (1100 rpm) when in park. When I drive it it goes to around 2500-3000 rpms before it shifts. From second to third it seems to slip quickly and shifts a little hard. Once I drive about 3 or more miles it doesn’t want to shift down and get a bad shutter. I have cleaned the throttle body, changed the tps, and can’t figure out what it could be. Any help would be appreciated...
 






Flashing OD light?
Leaking intake, or a vacuum issue can lead to too high of an idle.
Maybe the IAC valve as well, but I believe that mostly causes a low idle/stalling condition.

Yes the over drive light starts flashing.
 






Sounds to me like it’s possibly skipping second gear. (Third shift in your transmission). If you get the transmission codes read it’ll point to something. Could have a broken band, or possibly something to do with the shift solenoids.
