High Idle-slow to reset to normal

1994 Ford Ranger 3.0 V-6
Mazda B4000, Idle stays at 1200-1300 when coming to a stop, then slowly settles to normal 850 rpm, but it fights braking and slow down. Once in a while, it surges when foot is lifted off of the accelerator pedal. Is EGR solenoid a suspect? Throttle cable is free, IAC clean, what else contributes?
 






Vacuum leaks can lead to a high idle.
 






Yes, vacuum leaks is my first thought too. A common spot is the accordion pleats on the plastic air intake tube. It usually breaks on the underside and you can not see it unless you take the tube off and flip it over.
