High mount third brake light is slightly illuminated when not braking.

It seems to illuminated at a real low level only seen at night. I noticed this yesterday when locking up and walking into the house. The other brake lights are off. Any idea if this could cause a short fire or is it enough to drain the battery in winter cold?

I would surely be concerned about it. A healthy battery should be able to run LEDs for days, but you might be loosing more juice than just to the lights.
