homemade ladder rack

I need to make a ladder rack for my ranger, and I have a camper on my truck as well. So I want to make a ladder rack that fits on top of my camper. I am on an extremely tight budget and was wondering if it would be possible to make a rack out of wood? would it be strong enough etc.? Any suggestions would be great either wood or whatever else. I am on an extremely tight budget and want to stress that. thanks!
 






By camper, do you mean a shell, or an actual camper you can stand up inside?
If you are only going to carry a ladder or two, you could just bolt a couple pieces of 2"x2"on top from side to side, that would easily hold the weight of a ladder.
If you want to carry a bunch of lumber or pipe, that's a whole nuther story.
 






yeah its a shell, not a camper. Im just going to use it too carry a 28 ft fiberglass extension ladder. I need it for a job im getting but I want to make sure its safe and secure so if im zippin down the freeway i dont have to worry about ladder comming off.
