hood questions

On the inside of the hood there is a black fiberglass/paper feeling thing- is this just a sound insulator? heat absorbant? anybody see any negative effects by removing it? and another question to test everyone's invaluable wealth of knowledge I am getting ready to paint my mirror housings white (body color) I have seen this occasionally on the board but never talked to anyone about it- good results? bad results? I am gonna start by painting the roof racks so if I screw up nobody can see it . Wisdom and advice is much appreciated....

I heard its a heat absorbant to prevent the high engine temps from wreckin the paint on the top of the hood
