horn issue only high note

i am getting only high pitch on 2010 explorer xlt. as a boater who has replaced horns more than a couple times i am kind of familiar. ? is no problem with high note would that lead to electrical, switch, or horn itself or wiring connection at the horn????

There is a single run in the harness from the relay to the horns and from the horns to ground. I would focus on the horn or their connection. Any issue with the harness or relay would impact both horns...
