Horn issues - 2013 XLT

So, my horn has gone silent -- can hear click when depressing steering wheel but horn doesn't sound. However, when I lock the car, horn does beep upon locking via remote.

I've already checked fuse 22 and it's fine (and was a bear to get to!) - so, next is the horn relay? Or, would that not be it if the horn works via the remote control but not steering wheel?

Any assistance would be great!
