How to tight emergency brake

The emergency brake on my 96 explorer V8 does not work, its there any way to adjust or fix this problem? please help me out!

There are a few posts describing on the how to do it...if the conventional way does not get it done for you because of your cable being stretched..410Fortune had the good idea of getting a small horseshoe clamp and pinch some excess cable and clamp the excess..about an inch of cable would fix it..versus buying a new cable!!!
