How to tighten seatbelt tensioner?

I wondered if anyone knows how to tighten up the seatbelt tensioner on a 98. The spring has gotten so weak, it won't pull the seatbelt back onto the reel.

Mine's the same way. It looks like the only way to do it is to pull the plastic paneling off the side to get to it. It helps though if you make sure the seatbelt is aligned corrrectly.
 






Do you know if you can get to it by taking out the rear speaker instead?
 






That's a very good question. It may be worth a try. I am sick of closing my seatbelt in the door.
 






Is it that hard to remove the side panel to get to it? What do you have to remove? Does it screw/snap in?
