hunting for revs when cold

'98 XLT 4.0 SOHC
Hope someone can help. I have a 98 4.0 SOHC Explorer that has just started to hunt for revs when first started in the morning they go from 2000 down to 400 and back untill engine warms up or I start driving. When the engine is warm everything is fine and revs are constant. Could this be the Idle Air Control Valve and if so can it be cleaned or do I have to replace it, if it can be cleaned how ?
