My dad recently bought a Ford dRanger with the 4 cyl. engine, when he stops at a light or anything, the engine revs to about 2800 rpm, and then takes a little while to drop to idle. What do you guys think it is? My guess is that it is either the TPS or some other sensor, i am not that familiar with Ford Trucks so any info will be muck appreciated.

I would suspect the IAC (idle air controll) motor before the TPS. You also might look for a vacuum leak around the throttle body.

I (my sons) have a 95 Ranger w/2.3L 4. Last year I had to replace the IAC. This is exactly what it is. Some say you can clean it, I say no didn't work for me. Unfortunatly it was a dealer only part. not bad though @$65.
