I need help with my brakes.

I have a 98 ford explorer and have replace the shoes and cables to my parking brake. after assembly the brake pedal does not return all the way. I have checked my work and seems fine. is possible that the torsion spring is bad and I have to replace the pedal assembly.

There is no way to adjust the cable that I know of. The manual even states there is no cable adjsutments bacause the torsion spring is supposed to take up the slack on the cable.
 






Were the new cables the same length as the old ones?
 






Did you do this part of the procedure?

Removal

NOTE: Make sure the parking brake control (2780) is fully released.

Relieve the tension on the parking brake system.
Pull the front parking brake cable and conduit (2853).
Insert a 4 mm (5/32-inch) drill bit or equivalent retainer(in the index hole on the parking brake pedal bracket).

install
Apply tension to the parking brake cable system.
Hold the front parking brake cable and conduit taut.
Remove the retainer from the parking brake control.
