Interior lights and door locks going crazy when fuse#25 is inserted in the in cabin fuse block.

My Kid bought this 96 explorer XLT 2wd, power windows don't work, speed odometer doesn't work. we replaced the relay under the dash and the control in the drivers side door for the windows. still no luck. when he insertered the missing fuse in slot #25 in the in cabin fuse box it started dinging, the windows worked for a minute and the interior lights started flashing, the power locks are also pulsing, like they keep trying to unlock ( they do not lock but i can hear them clicking). wondering if its the GEM module?
 






An OBD2 scanner and Forscan can run a GEM test quite easily. That might tell you where the problems are. Water sometimes leaks down from windshield and drips on GEM, causing it to short out.
