Interior lights and power locks problems

I am repairing a 94 Explorer EB, the power windows work, but the power door locks do not, and the interior lights do not work either. In the compartment above the drivers side rear wheel well there is a box with 3 plugs (harnesses) into it, when the lower left one of the three (top, lower right, lower left) is plugged in (it is currently out) the interior lights come on and I hear the locks click, BUT there is a rediculously loud buzz/whine coming from that box. Anyone have any ideas what the problem is and what to do about it, and what this box does? Any help appreciated.

P.S. This EX was my fathers and has had major electrical problems but drives great. Now im trying to tweak the little things.
 






you need to replace that module... it shouldnt be making horrible noises....
 






anyone know what the module is called, so i could possibly order one?
